DUTIES :

 

Ensure the development and implementation of policies, systems and procedures:

Implement, monitor and enforce compliance to Safety, Health and Environmental Management (SHE) legislation in Road
Maintenance and Infrastructure Activities:

  • Facilitate Environmental Impact Assessment and Environmental Management Plans for road maintenance
    activities (National Environmental Management Act).
  • Implementation and enforcement of the Minerals Petroleum Resources Development Act
    (MPRDA).
  • Identification and acquisition of good sources of construction material for re -gravelling activities (obtain mining permits and closure certificates for borrow pits and management thereof).

 

  • Ensure effective waste management in road maintenance activities (NEMA: Waste Act).
  • Ensure that occupational health and safety plans, policies, procedures and programmes
    are developed, implemented and improved in project sites (Occupational
    Health and Safety Act and Construction Regulation 2014).
  • Conducting occupational health hazard identification, risk assessments, audits and
    inspections to ensure roads maintenance contractor safety requirements are satisfied.
  • Ensure Road Safety through conducting Road Safety Appraisals.
  • Comply with National Government directives to update the current Acts.
  • Monitor the updating of departmental policies on environmental and
    Occupational Health and Safety (contracts sites).
  • Review of project reports and assessments; provide comments on EIA and EMP’s submitted.
  • Liaise with relevant stakeholders on the implementation of the legislation.

 

Manage and coordinate appointment of professional services (PSPs) (Environmental
Management and Occupational Health and Safety) for road maintenance and building activities:

 

  • Draft Terms of Reference for appointment Professional Service Providers (PSPs).
  • Facilitate the advertisements of PSPs in the tender bulletin.
  • Draft Service Level Agreement (SLA) for appointed PSPs.
  • Facilitate the appointment of PSPs.
  • Ensure effective project contract and performance management (Monitor accomplishment of deliverables and milestones).

 

 

Governance:

 

  • Allocate, control, monitor and report on all resources.
  • Compile risk logs and manages significant risk according to sound risk management practice and organizational requirements.
  • Manage and implement knowledge sharing initiatives e.g. short -term assignments and secondments within and
    across operations, in support of individual development plans, operational requirements and return on investment.
  • Continuously monitor the exchange and protection of information between operations and individuals to ensure
    effective knowledge management according to departmental objectives.
  • Facilitate and liaise with structures/stakeholders on scientific matters.

 

Facilitate the development of Integrated Development Planning with the Districts:

 

  • Manage services provided by PSPs in order to enhance service delivery and
    to ensure compliance. Consolidate overall plans of their gravelling and re
    – graveling projects in advance.
  • Provide scientific and technical support in implementation and mainstreaming of legislation and policies on
    Environmental Management and Occupational Health and Safety.

 

Research and development:

 

  • Manage scientific research to improve expertise.
  • Publish and present research findings (results).
  • Lead, co -ordinate and conduct basic and applied research or knowledge application.

 

Financial Management:

  • Allocate, monitor, control expenditure according to budget to ensure efficient cash flow management.

The National Student Financial Aid Scheme (NSFAS)

is a South African government bursary and loan scheme that falls under the Department of Higher Education and Training (DHET). Established under the NSFAS Act 56 of 1999, its primary mandate is to provide equitable financial assistance to eligible students from poor and working-class families who wish to further their undergraduate studies at any of South Africa’s public universities or Technical and Vocational Education and Training (TVET) colleges.
To qualify for a NSFAS Bursary, a South African applicant’s combined household gross income must not exceed R350,000 per annum (or R600,000 for students living with a disability), while a secondary loan scheme exists for the “missing middle” earning between R350,000 and R600,000. The comprehensive funding package covers registration fees, tuition, and basic living allowances—including accommodation, transport, learning materials (like books or laptops), and a personal care allowance—ensuring that financial constraints do not act as a barrier to higher education.

The National Student Financial Aid Scheme (NSFAS) invites applications from suitably qualified and
experienced individuals for three (3) positions to be co-opted to the NSFAS Board, in accordance with
section 5(1)(b) of the National Student Financial Aid Scheme Act, 1999 (Act 56 of 1999), as amended.
The co-opted members will contribute specialist expertise to strengthen the Board’s fiduciary oversight,
financial governance, strategic oversight, risk management, and effective governance of the Scheme.

 

REQUIRED EXPERTISE AND QUALIFICATIONS:

 

• A postgraduate qualification in Financial Management, Accounting, Auditing, Finance or a related
field, or CA(SA) status;
• At least 5 years’ relevant senior management, executive or Board-level experience in finance,
accounting, auditing, risk management, investment management or a related field;
• Demonstrable expertise in public-sector financial management and governance, including
knowledge and understanding of the Public Finance Management Act (PFMA) and applicable
Treasury Regulations;
• A proven track record in financial oversight, risk management, auditing, accounting, investment
management and/or organisational governance;
• At least 3 years’ experience serving on a Board and/or Audit and Risk Committee, Finance
Committee;

Provide general legal advice and guidance to the Board Members on their rights, duties,
responsibilities, obligations and powers in line with Corporate Governance prescripts and good
practice.

Advise and guide the Board Executive Committee (EXCO) and management Committee (MANCO)
to ensure compliance with all legislation relevant to the nature of the NSFAS operations.
Review legal agreements and provide legal advice when required.
Implement and maintain effective risk management and control programs.
Conduct legal compliance regulatory risk analysis and create the compliance register.

 

• Supervise and manage the Board and Committee activities

Attend Board and Sub-Committee meetings.
Maintain statutory records and registers.
Manage all Board correspondence by collating information and writing Board reports.
Communicate Board decisions to relevant stakeholders.
Provide advise with regard to statutory services and requirements.

 

Manage Board and Executive communications and ensure implementation of unit

Draft the annual Board calendar in consultation with the Chairperson and Chief Executive Officer
and ensure it is presented and approved the Board each year.
Schedule all Board and Sub-Committee meetings based on statutory requirements as and when
required.

Schedule all Executive Board meetings monthly.

Arrange for external training / briefing sessions as well as induction for new Board and SubCommittee members.
Draft and update Board and Sub-Committee Charters, Codes, Policies and Terms of Reference.
Design the workplan for each Board Sub-Committee at the beginning of the year to ensure
compliance with relevant statutory requirements and the terms of reference deliverables.
Ensure the workplan is reviewed and approved by the Committee.
Organise and prepare agendas and meeting packs.
Ensure minutes are taken for Committee meetings.
Ensure resolutions and actionable items are accurately recorded and followed.
Compile meeting packs for the Board and its Sub-Committees.
Coordinate and monitor the implementation of Board resolutions.
Issue appointment letters to the newly appointed Board co-opted members and Board SubCommittee members.

 

Follow up on matters arising from previous meetings to ensure that they have been actioned and
given feedback to the Board.

 

Compile a record of Board member remuneration based on meetings attended by members, and
hourly and day rates of Board members.
Complete the individual pay form and send to the Board members for signature.
Send the signed individual pay forms for approval and payment.

 

DESIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

• NQF Level 9 in Public Administration
• NQF Level 8 in Law, LLB or CGISA Qualification (Board level)

Position Overview: The purpose of the position is achieving sales targets and promote the Auto Pedigree brand.

Minimum Experience

  • 2 years of customer service and sales experience with a proven sales track record.
  • Relevant industry experience – desirable.

Minimum Qualification

  • Grade 12

Minimum Requirements

  • A code 08 unendorsed driver’s license and own transport
  • Computer literate
  • Some understanding of the compliance governing the retail industry – an advantage.
  • Knowledge of the areas’ most spoken languages – an advantage.
